If "Vertical Sync" on NVIDIA Control Panel set to ON, it will not play 2nd video on playlist since 2019 update.
This issue is not yet 100% reproducible yet but cause issue to some people.
Please add more info who find issue and resolved with this trick.
Your environments include hardware specs be helpful.

This is also the case in my environment. After setting the vertical sync to high speed, when I try to play a video continuously with the AutoPlay function of "KineL式VideoPlayer", the second video does not play.

Here has additional information that in my case, I let my game use global settings and change global setting directly while testing, set Vsync to on doesn't cause issue for me but once I set Vsync option to "fast", it will 100% cause this issue and it's the only one that can cause issue for me ! (plus this video player error is also the major issue that cause two of vket main worlds get very terrible fps drop, fps boost from 15 to about 90 after do this workaround)
Monitor refresh rate is 144 and I use launch option to make my game run at 144fps also.

Set to anything other than "fast" for VRChat at program settings is my final solution.

For the few people who are currently unable to use the YouTube player and animation player in the game after the VRCHAT UNITY2019 update.
SYMPTOM: THE FIRST VIDEO AFTER OPENING THE GAME IN VRCHAT CAN PLAY, BUT NONE OF THE SUBSEQUENT VIDEOS CAN PLAY
Solution:
・ First turn on the NVIDIA Control Panel in your computer
・ After opening, tap Manage 3D Settings in 3D Settings
・ Tap to change the Vertical Sync option in Wide Area Settings to “Use 3D App Settings”
・ TURN OFF VERTICAL SYNCHRONIZATION OF VRCHAT IN PROGRAM SETTINGS NEXT TO WIDE AREA SETTINGS (ADD IT YOURSELF IF YOU DON'T SEE VRCHAT OPTION)
After all four of the above are used, test it in the game and see if the animation player cannot play!

To the few who are currently unable to use the YouTube player and animation player in the game after the VRCHAT UNITY2019 update.
Symptom: After starting the game in VRCHAT, the first movie can be played, but the subsequent movies cannot be played
Solution:
・First turn on the NVIDIA Control Panel in the computer
・After opening, click "Manage 3D Settings" in 3D Settings
・After clicking on, change the "Vertical Sync" option in "Wide Area Settings" to "3D application settin"
・Turn off the "Vertical Sync" of VRCHAT in the "Program Settings" next to the wide area setting (if you don't see the VRCHAT option, please add it yourself)
After the above four points are used, test it in the game to see if the animation player can play it!
