A "price watchdog" is basically a function from e-commerce, when you sign to receive emails about the changes in price of the selected product. This is mainly to get noticed of discounts.

Avatar Marketplace could have the same thing, but alerts would appear in app when the discount is active.

If the player is offline when the price changes, it could notify them when they login.
