Legacy Blendshape Normals breaking avatar blendshapes.

I'm not really sure if I'm doing this correctly, and if I'm even submitting this to the correct place, but I can't find any solutions to this problem.
Basically, whenever I try to set my blendshape normals to the legacy option, as that's what VRChat requires you to do (if you try calculating the blendshape normals, atleast) it breaks some of the blendshapes on my avatar. VRChat doesn't allow calculating blendshapes due to how it inflates file size, however I'm not quite sure how to fix this. In blender, the model and it's blendshapes work perfectly fine.
Below are images of the functional, calculated blendshape normals. And the broken, legacy blendshape normals, or blendshape normals just set to Import
EDIT: Updating to Unity 22f1 no longer causes the "broken teeth" issue, however, now multiple blendshapes just do not do anything, sometimes the mouth doesn't open, sometimes the mouth just opens very weirdly.
