Expand Avatar Performance Ranks and Adjust Polygon Thresholds

The current performance ranking system has two main issues:
- Polygon-count cliff effects
There's this mythical unicorn that is ranked excellent in every category, except that it is one face over the limit and jumps from "good" to "very poor".
Suggested adjustment:
Adjust the face limit on PC to:
- Good: 60 000
- Medium: 65 000
- "Very Poor" is overloaded
A overwhelming majority of avatars end up in the Very Poor category.
When one bucket contains most avatars, it stops providing useful information to users. An avatar that barely exceeds Poor limits is grouped together with avatars that are many times more expensive.
Suggested expansion for all platforms:
- Double Poor (twice the limits of poor)
- Quadruple Poor (four times the limits of poor)
- Octuple Poor (eight times the limits of poor)
- Extremely poor (rebranding of very poor, above the limits of octuple poor)
