Disable avatar expressions without disabling gestures

I've been trying to take pictures with a really cute model of one of my favorite characters, but every time I make a peace sign (or any hand gesture) I end up making an expression, and I really wish I could turn that off without losing my ability to make peace signs in the first place.

This isnt something that can be done by vrchat, its something that has to be done by the avatar creator. Vrchat has no way of knowing what animations count as "expressions", and the parameter that controls your expressions in this case (GestureLeft and GestureRight) also control your hand animations (and can also control other things like props, contact based interactions, and honestly anything you want). The best solution vrchat as a game can offer is disabling your controllers from inputting to the gesture parameters, which is what disabling your gestures does. If you want to take pictures with the hand animations playing but not the facial animations, i suggest either taking two photos and stitching them together (one with the gesture you want, and one with the expression you want), or contacting the avatar creator and asking them to add this feature.

peepymou ^ is correct. All you need on your avatar for this is a boolean toggle to disable facial expressions, which will continue to allow updates to hand/finger-positions. If you have access to your avatar-files, you can just add an additional requirement (condition) for the transitions that cause facial-animation states to change. Something like facialExpressions = true.
I'll note that because of the way inputs work for Index controllers, disabling Gestures from VRChat's Action (radial) menu will still allow fingers to move without driving facial expressions.
