[BUG] Setting certain animator layers' weights do not work

I was trying to do something with my 3.0 avatar that worked in the Open Beta that doesn't work on Live. 
In the fx layer, on state 1 which is the default, layer 6 (Zero One Expressions) should be off while layer 2 (Expressions Layer) should be on (images 1 and 2).
While on state 2, layer 6 (Zero One Expression) should be on and 2 (Expression Layer) off, but layer 6 remains off while layer 2 is turned off. (Images 3 and 4). Seems like layers past a certain point get ignored.
I decided to test it with an empty avatar with 10 layers on both gesture and fx, and set every layer weight to 1 on state 2, but now the problem occurs on gesture layer instead of FX, (images 5 and 6) where layers past 6 (7-10) has its weight still stuck at 0.
Additionally (image 7), there's a typo (infomation) and text cutoff on the debug menu loading
EDIT: After switching directly from the previous avatar to the test avatar, every other weight on the FX layer stays at 0 when you try to set it to 1 (or in this case from 1 to 0) (image 8)
