Kung The documentation say to make a custom controller when you change that option to off so not really a bug. Now you can use a toggle in the quick menu to disable the locomotion in fbt instead.

Been an issue for a while.
For now, a workaround is editing your locomotion layer to completely disable the walking animations when FBT is on.
Create a copy of the "vrc_AvatarV3LocomotionLayer" found in the SDK examples & create a state that's only active whenever TrackingType = 6. You can use the proxy_idle animation that's also from the examples folder. Slot that in as your Avatar's Locomotion and you should be good to go.

I believe this is actually a legacy issue that happens on live as well. Would be nice to have fixed though.
