Avatar vibrate

Any avatar use in desktop or VR will start to vibrate when stand still. Only happen when standing. aka 0.65

I've only tried 3pt.
- only happens with legacy IK
- controller type (vive or index) doesn't matter
- av2/av3 doesn't matter
- doesn't happen while locomoting (snaps to correct position)
