Avatar shoulders do not scale correctly when scaling avatar root via AV3.

When scaling an avatar via its root using AV3 (e.g a float/radial wheel controller that adjusts the root transform of the entire avatar), the shoulders do not scale correctly.
This affects some situations e.g Dreadriths clone system when using elbow/shoulder tracking.
Expected behavior is the entire IK scaling 1:1 as it always has in the past. It is only the shoulders that do this, and disabling shoulder tracking makes everything perfect.

Thanks for the report! A public avatar id that can be used to reproduce this issue would be a big help, if anyone can supply one.
