Unity particle system mesh emission is broken in both worlds and models

Go to any world or use any model that has a particle system in it with mesh emission, and the particle system will not behave how it is supposed to.
This issue getting fixed is really important to me and my large touhou community, since we spend hundreds of hours adding advanced particle systems that all use mesh emission to our models and worlds.
Image below is a example of the issue.

@{5fa30b66b36d4b12af626dc8|full_name}: I believe my avatar's spell effect particle system is the same issue as this, I've made a separate avatar and confirmed it doesn't show up in the Unity 2022 OpenBeta but works perfectly fine in live branch.
You can play the particle effect in the expression menu.
