Add the ability to adjust finger bending parameters on a per avatar and controller basis.

Given the numerous complaints people have on this beta regarding bad skeletal input implementations on devices such as index controllers, it's evident a lot of people are not happy with the skeletal input on such devices. Since going back to the behaviour on live defeats the purpose of this beta, the best course of action is probably to allow users to magnify / diminish the magnitude of the splay and curl being applied on each finger.
This would allow people using platforms such as leap motion or Quest hand tracking to retain full dexterity, while also allowing people on devices such as index controllers to tweak the way splay is applied for example to their avatar.
This would probably best be implemented such that these configurations would be saved on a per controller basis at minimum, as people such as myself frequently swap between around 5 different types of controllers in a single week. It also probably makes sense to allow users to tweak it on a per avatar level, as some avatars are bound to have odd rigging.

For anyone that comes across this later, you can adjust the range of finger movements by Configuring your model's rig in Unity. Under the Muscles & Settings tab, you'll find "Per-Muscle settings" which has range adjustors.
