Tooltips not Available for User Languages

If you hover your cursor over a user's languages on their profile, tooltips aren't there when they previously were.

When you opened a user's profile in the main menu and hovered over one of the icons (like ENG, DEU, NLD) in the Languages section, they used to show the full language name under the main menu, like when you hover over a button.
