[1550] Allow users to disable mipmap streaming per-client.

VRChat Photography is quite a popular hobby. While mipmap streaming offers significant performance increases, photographers used to dealing with extreme lag of several seconds taking 8K pictures are no stranger to this.
Please allow us as the end-user to turn off mipmap streaming. We know it'll hurt performance impact, especially in full capacity instances. But we want to take pretty pictures with clean textures to share with our friends and on social media. You can supplement it with a pop-up or in-place warning that it's for intended advanced users and may cause significant performance impact, similar to the vertigo message for horizon adjust.
This is a similar, but different request to https://feedback.vrchat.com/open-beta/p/1546-allow-users-to-change-the-mipmap-streaming-budget. Another approach could be to let us set a VRAM limit up to our actual VRAM limit or "unlimited" (with a warning).

+1 the mipmap change in its current implementation will kill event photograpy / make it pay to do as you will need a very expensive gpu to not get ugly pictures.
