[1347] Add a "photosensitivity/flashing lights" content warning

I think this is fairly self-explanatory.
People with photosensitivity issues should have the privilege of knowing whether or not a world will have flashing lights BEFORE they join, not with a warning by the creator (if there even is one) inside the world once they're already there.
It's also currently practically impossible to warn someone of photosensitivity on an avatar, so this would also make flashing avatars safer.

Agree + better let this option to be exposed to worlds and avatars, so creators can turn off problematic features on demand.

I think this should be a feature that gets implemented in case an accident happens. Although, I think people who are photosensitive or epileptic shouldn't play VR because it's an obvious given. Anybody can play particles at any given moment, even friends potentially on accident even with strict shield levels. I think a content warning would help prevent issues that might make VRChat potentially liable. If implemented, it should be required to put the content warning on a world that may involve photosensitivity/flashing lights and whoever goes against this should be given a warning or ban. Although, it would be hard for older worlds to be updated with this so maybe the community should be involved in some way to decide if it deserves a content warning or not.

Franada: If we're gonna keep talking then we should probably move to the appropriate post. But to get it over with and answer your question yea, probably. The same way a world with "optional/hidden" sexual explicit material should probably be tagged even if it's not the focus of the world.
