cannot see other user's Poor avatars on Android beta

My Private Cross-Platform Poor Avatar is always shown in Android beta as a fallback avatar from a sub-account perspective.
- The Incurable Show Avatar (eyeball symbol) button does not work. (it does not respond when pressed).
- Fallback icon argues that the cause is a performance rank.
- The performance block is Very Poor and the capacity is allowed to go up to 10 MB, the maximum for both.
This avatar is visible in Quest (1) from the same sub-account perspective, and the performance rank is shown as Poor.
It is also visible on Android beta from my account's perspective, and its performance rank is shown as Poor.

I also ran into this (or a very similar) issue today playing on the Android app to test quest and Android upload compatibility and features. My partner's character upload is 'quest poor', and if I understand it correctly, 'poor' rating should still be visible on the Android app, but only the imposter was displayed for me with no option for me as the viewer to show or choose to display the avatar.

The reason I'm the one reporting it is that i am unable to view him on the Android app, but he can view himself. Im also the one who creates and maintains the unity projects for our household. So I'm the one who optimized his character trying to be within the 'poor' quest limit and i would like to get it compatible in a reliable, repeatable, known limits kind of way.
But if the known limit is not 'quest poor' .. what is it?
I don't know what's up unless this is a bug of some kind. We do not own quest headsets to test quest content, so the Android app is the only way for us.

This is a Poor avatar on the Quest side for both PC/Android, and it is invisible to subaccounts, so it falls under the condition.
The same thing happened not only with recently uploaded avatars, but also with Poor avatars uploaded about a year ago for both PC and Quest.
It did not occur when the Quest rank was Medium.
これはPC/Android両対応でQuest側でPoorのアバターであり、サブアカウントからは不可視なので条件に該当します。
なお最近アップロードした物だけで無く一年ほど前にアップロードしたPC/QuestともにPoorのアバターも同様でした。QuestランクがMediumだと発生しませんでした。

The polygon count limit used to be 10000.
