Imposter Avatar arms and Head not showing up

Happens on 2 different Avatars, both are the same base. Default shaders, nothing special about the avis

This seems to have been fixed, both of those avatars now generate correctly

Changing my Avatars Armature from Hips-Spine-Chest-ChestUp-Sholders/Neck-head
to
Hips-Spine-Chest-Sholders/Neck-Head Rendered a Imposter with Head and arms
So it seems as of right now the automated process is stopping if it does not see Chest-Neck.

Mine has Humanoid animations and Rig, and does not use constraints.
Do all these avatars have a ChestUp bone. Hip-Spine-Chest-Chestup-Sholders-Neck.
I think that is want is causing it

happened to my main avatar too, constraints are the best guess however my avatar doesnt use a single one on any of the humanoid bones, they are totally separate and used just for a pet follower prefab. avtr_bae1393b-33dc-4cbf-9667-9bc1ccfad172

Actually, I'm curious if constraints can cause issues there as all of my affected avatars use multiple constraints.

Some additional information. Avatar's with this bug will not have humanoid animations.
