[VCC-2.0.4] Does not show update icon for SDK 3.1.13

The VCC dose not show an update icon for SDK 3.1.13 when SDK 3.1.11 (and maybe other versions?) are already installed
Additionally, 3.1.12 and 3.1.13 are positioned at the bottom of the list while 3.1.11 is at the top

have the same issue, the latest version only shows the version thats at the top of the drop down, when there are versions in the bottom or middle. Happening on VRCSDK - Worlds, Base, and Avatars, Package Resolver, Avatar 3.0 manager, AudioLink, Gesture Manager, i only have 1 User repository being Thry's Avatar performance tools

Found out the issue, its how the versions are listed inside of vrc-curated.json and vrc-official.json, the order is flipped inside of the VCC than what is inside of the json files, by moving 3.1.13 to the bottom in VRCSDK - Avatars for example, it would show at the top of the dropdown, however, the VCC automatically updates the .json every time you hit manage project after first open it, making it where you cant personally edit the json to fix it
