-Issue began after the latest VRChat update (2024.4.1).
-Using the latest versions of VRChat SDK - Worlds and VRChat SDK - Base. (3.7.4)
-Tried the following troubleshooting steps:
-Changed "Installed Client Path" to Launcher.exe.
-Reverted to default settings.
-Reinstalled VRChat after deleting AppData.
-Logged in with a different account and back.

If you set Number of Clients to 4 in the local test of the world and start it, the first client displays the following error, preventing testing with more than four players:
Can't Travel
You are in offline testing mode, and cannot travel to online worlds.
If you are trying to use VRChat normally, please ensure you start VRChat by starting launch.exe. You may need to update your shortcut.
Since the first client has not moved from the local test world, this error message seems incorrect.

I tested using VRC Quick Launcher with two different accounts, but the same error occurred regardless of which account was used to log in.

StormRel Yes, this issue is still occurring. This happens when I try to have more than 3 instances.

StormRel Any client connected after the 3rd will kick out a previous one and take its place. Was testing this with quick launcher on a local instance.
