[11922] Animator Locomotion Control broken, no longer keeps player in place when moving in physical space

On the new IK Beta build 11922, disabling the locomotion with the "VRC Animator Locomotion Control" no longer works as it used to, breaking some crucial features on some of my avatars.
As I do not have full body tracking, I am only able to test with just the index headset and controllers.
GIFs attached show the behavior of moving physically while having locomotion turned off in both the public build 1192 and the IK Beta 11922
