Avatar will have foot IK target previous still position for a second once you stop moving. Beta IK does not have this issue. Desktop and VR (no fbt).
(fixed on desktop once swapped to Beta IK from VR)

Having the hip and feet set to Animate will fix this, but not ideal if your animation is not setup exactly to have head at the same place as the view point. It will result in stretch neck or hunch.
Something to note, the transition is smoother if everything stay tracking from the start. Having Animation in between will create a snap. But with IK 2.0 the drag feet happen when having that setup.

I originally reported the issue as Desktop only and providing my animator setup before Kung gave pointers on what more to test in the discussion channel.
The IK setting you choose persists to Desktop, which is most likely what caused confusion when I originally reported it. I was using LegacyIK last time in VR while I assume Kung used Beta IK.
Issue is known now. Applies to all avatars, Desktop and VR, other than those which happen to disable feet tracking on landing. LegacyIK only- BetaIK works as expected.
IK setting persisting to Desktop is a separate but known issue. Don’t believe there’s a canny, but Kung knows of it.

So this issue just seems to be affecting _every_ avatar for me in general with 'Legacy IK' regardless of custom loco controller, avatar 2.0/3.0 etc. It's very apparent when you stop locomoting side to side.

This appears to be an issue with a custom locomotion animator. If other people have this issue please share info on the timing of tracking control state behaviors, pose space state behaviors, or anything else that seems relevant. Multiple screenshots of the relevant parts of the animator would help too.
Edit: This might also be an issue with the world itself. In any case, I haven't yet been able to reproduce this issue

Kung: Only using pose space on my states, nothing relating to tracking. It also occurs with all default avatars in the vrchat home. I cannot find a place that it does not occur.

Kung: i think it might be an issue related to the height setting, as it happens similarly with the body floating bug when you are using an incorrect height setting
