[1707]Add an action to launch the camera on the OSC endpoint

Please add an action to launch the camera on the OSC endpoint used for camera interaction.
Currently, there is a Close action(/usercamera/Close), but no action to launch it.
Additionally, similar to how SteamVR's Input bindings have Camera and Stream_Camera modes, it would be better if OSC also allowed specifying which mode to launch in as a parameter.

I also tried using the /usercamera/Mode endpoint to see if it would launch in the specified mode, but when the camera wasn't running, nothing changed. It only allowed switching to the specified mode after launching the camera.
