Add a link to the changelog of the selected/current version of the package installed on the Package manager GUI.

For example,

I see that UdonSharp was upgraded from 1.0.1 -> 1.1.0, and I'd like to know what was changed, it would be a convenience to have the link published in the GUI instead of hunting for the changelog.

The publisher of the package could include the link to the changelog via package.json, and maybe a readme link that they could direct the user their wiki page?
