[0.3.7/1.0.0] Add update check interval

I tend to leave VCC running as I pop around between projects and I'd like to be able to simply be notified of an update without needing to restart it. Currently a restart seems to be needed to be notified for an update.
Noted as 0.3.7 because that's the version number I was on when I noticed this issue before updating to the latest 1.0.0 version of VCC.

techanon - the VCC checks for updates every time you return to the home screen, with a minimum of 1 minute between checks.

Momo the Monster: I'd prefer if it would do a periodic check regardless of what page the user is on. I expect most people (self included) will hang around the projects tab when managing multiple projects and neglect to switch to the home tab of the tool.
There currently isn't a compelling reason to regularly swap back to the home tab since it's just a "welcome"/version message. Most people will get busy and completely forget to check it if they leave VCC running all the time (again self included).
Something like a 30 minute interval (with once at tool startup) regardless of the active tab would be a better configuration. This would make it so it becomes one less thing that a developer has to keep in mind when making VRC stuff. Will also help prod people to staying on the latest version of the SDKs in general.
An analogy: It currently feels like we have to regularly click the webpage refresh button of a browser (switching to the home tab of the tool), even though things like polling and push notifications exist for SPAs (checking regardless of current tab).
